Banning dog breeds

I think it's odd that when dog attacks happen, people always question banning an entire breed. Some dogs are more intelligent than others, and need stronger leaders and more mental stimulation than some dog owners are willing to put in. 

As a previous owner of a Doberman Pinscher (an often feared breed), I can easily say that the only times he acted out (chewed things) was because he hadn't had enough exercise that day. 

What about mandatory basic training for certain breeds? If you can't put in the effort, you can't get the dog.
