The only way to cut down on the traffic woes on Harvey Ave and the carnage of accidents at intersections with people "running" the light is to have left hand turn lanes with lights at ALL intersections on Harvey in both directions.
The number one reason for accidents is people trying to turn. If you clear out the turn lanes first then allow the rest of the traffic to go, there will be less accidents and less people taking chances.
Why the city and the traffic engineers can't figure this one out is beyond me. I know it will cost money but in the long run it will save lives and the cost of accidents.
It's not rocket science and with the way this city is growing it should have been done 10 years ago!
