We have a home that is surrounded by orchards. Because of this we had a terrible time with mice. We have a cat that is a mouser, however, cats can only do so much. (And by the way, we have a cat because we enjoy her company not to catch mice!!) If the individual thinks that getting two cats from the SPCA is going to solve the problem, I really think he/she will have to think about that a bit more!!!
We solved our problem by purchasing a plug-in device that emits a very high frequency that is not audible to humans, domesticated animals (cats, dogs) only to rodents. Since that time (1 year) we have had no problems with mice in our house. They are fairly inexpensive and definitely work much better than getting cats from the SPCA that a person really does not want or killing mice in traps and then having to dispose of them.
