Orcas Vs. Oil

With the battle of the pipeline ads about to heat up I had to wonder why they decided not to run one which apparently likened Enbridge/Northern Gateways' cheerleader Janet Holdens interests to those of an Orca. After ruminating for sometime I wondered if it was because of intelligence deficiencies.
An Orca would decide that if it really cared about the environment but had to move some energy through fragile regions it would make sense to transport that energy in the least harmful and easiest form to be cleaned up because even Janet Holden would know some form of spill is guaranteed. Why can't the oil sands bitumen be refined to a safer usable energy at source to transport west asks Flipper?
After all it would immediately reduce the risk of spills by 50% because a spill of the dilutant which comes on tankers and is piped to Alberta is the other half of a disaster on which they've so far stay mum. If refining in situ were to be done to really reduce the danger to the streams and oceans in order to get this energy to needy nations as responsibly as possible why can't they think like an average Orca and do it?
The only answer is that they would rather risk our environment than admit that by refining this tar in Alberta, it would make Alberta the largest single polluter on earth and the greed and shame would be clear to all. Proof of Orcas superior intelligence. Poor Orca whose fate is in these idiots hands.
