RDCO Board highlights

The following are highlights from the Regional District of Central Okanagan Board meeting held Monday, March 21, 2011.

Westbank First Nation – Voting Rights - The Regional Board has authorized staff to initiate discussions with the Provincial Government and Westbank First Nation to determine the process that would allow the Westbank First Nation (WFN) to become a full voting member of the Regional Board.  Since 2007, the WFN Council has appointed a non-voting representative to the Regional Board: a position that was confirmed in the Services Agreement between the Regional District and WFN signed in January 2007.

Okanagan Indian Band Reserve Expansion - The Regional Board has received a presentation from two Councillors of the Okanagan Indian Band regarding a proposed expansion of its Reserve #1.  In 2009, the Regional Board citing a number of concerns opposed the band’s application to Indian and Northern Affairs Canada to add 1,088-hectares to the band reserve.  Four of the parcels totalling approximately 190-hectares are privately owned by the band and are located within the Central Okanagan West Electoral Area adjacent to Westshore Estates.  The Board has authorized Regional District Development Services staff to meet with the band staff regarding the reserve expansion request and to prepare an updated report for Board consideration.

New Dog License Agent Appointed - The Regional Board has added a 27th location for the convenience of dog owners to purchase a Regional District license for their pet.  Rose Valley Veterinary Hospital is located at 112-2476 Westlake Road in West Kelowna.

February Building Statistics - During February, nine building permits were approved for projects worth $1,057,000 in the Central Okanagan East and Central Okanagan West Electoral Areas.  That compares with nine permits issued in February 2010 for projects worth $991,000.

Draft Water Sustainability Act Review - The Regional Board supports a request from the Okanagan Basin Water Board (OBWB) regarding the review process of the proposed Water Sustainability Act.  The OBWB has asked the Provincial Government to provide public opportunities for comment and feedback on the proposed legislation and if that’s not possible that a stakeholder panel be created to provide input into the draft legislation.
