West Kelowna Council believes beautification should come before couplets.
Council Tuesday decided to focus on the beautification of Main Street, Brown and Elliott roads instead of leading the initiative for a two-way conversion of the Highway 97 couplet.
Realignment of the couplet has been a strategic priority of the municipality since its incorporation in 2007.
However, a consultant's study on transportation within Westbank Town Centre states conversion of the two-way couplet would cost up to $40M while beautification projects are estimated to cost $4.2M.
Council has agreed to continue to lobby the Ministry of Transportation and Infrastructure to improve the couplet to complement the beautification projects initiated by the municipality.
Council will also continue to seek input regarding the revitalization of Westbank Town Centre.
