Westside resident James Feil, 37, faces a second-degree murder charge in the death of 23-year-old Tiffany Fedechko.
The single mom's body was discovered in a Lakeview Heights home in late October.
Feil has now told the court, twice during video appearances, that Kamloops correction centre officials haven't assisted him in contacting Penticton lawyer Michael Smith.
He says that funds he arranged for, still have not activated his telephone card. He also claims KRCC staff did not advise him that making collect calls from the institution is allowed.
Justice of the peace Kathy Bullach, noting the charge against Feil is very serious, has ordered Kamloops corrections officials to make it possible for the man to make his calls for legal representation.
She has set a deadline of Thursday, November 20, when he'll next appear in court by video.
