Council Meeting Highlights -- September 2, 2008

Parking Regulations - Mayor Rosalind Neis intends to request Council include the development of parking regulations in its guiding document, District of Westside Strategic Priorities 2008. In her Mayor’s Report, Neis said there are many issues that need to be addressed pertaining to the parking of vehicles, boats, commercial vehicles and unlicensed vehicles on residential streets. Key concerns are safety and effective snow removal. Mayor Neis indicated that citizens should have adequate notice when a new bylaw is being introduced enabling residents to find alternate solutions before the bylaw is enforced.

Senior Assisted Living Complex Approved - Council approved the development permit for a 145-unit senior assisted living complex at 3630 Brown Road, a vacant parcel within the Westbank Town Centre. As part of the development proposal, road improvements on Brown Road will include curb, gutter, sidewalk and boulevard treatment. Also, a 3 metre wide public walkway along the entire western property line of the parcel, connecting to Brown Road, will be constructed. Council did not approve the parking variance requested by the developer indicating that more than 43 parking stalls would be needed for residents, visitors and staff at the facility. The facility is intended to meet the needs of seniors transitioning from independent living into assisted living.

No Closure of Shannon Lake Road - The Shannon Lake Golf Course will no longer require an 8-day closure of Shannon Lake Road for the construction of a golf cart underpass. Construction procedures were re-evaluated in light of Council’s concern that the road closure would significantly impact and inconvenience users of the road. Instead, a 2-lane gravel detour route to the north of the construction site will be constructed.

School Zone Safety Program Contract Awarded - Council endorsed the awarding of the School Zone Safety Program to Peter’s Bros. Construction Ltd. Peter’s Bros. was the lowest bidder and the contract amount is $818,979.95.

Shannon View Drive Development Deferred - Council wants more information before deciding on a development proposal for Shannon View Drive consisting of two terraced apartment complexes with 88-units and six clusters of terraced townhouses (66 units). Specifically, Council wants additional information regarding the geotechnical analysis of the development and will wait to hear back on an independent review of the traffic impact study being carried out in conjunction with district staff. Council’s also asked the developer to work with staff on a number of alternate staff recommendations prior to council reconsideration.
