Westside Directors Thanked For Service - On behalf of the Regional Board, Chair Robert Hobson expressed thanks to the three Westside Electoral Area Directors: Len Novakowski, David Knowles and Aaron Dinwoodie. With the formation of the new Westside District Municipality, this Board meeting was the last for the Directors. Chair Hobson thanked them for their work over the years on behalf of the entire Westside community and wished them the best in their future endeavours.
Alternative Approval Process Result - The Regional Board has received the result of the recent Alternative Approval Process for a proposed bylaw to fund the operation and maintenance of the Killiney Beach Recreation Building. A total of 363 electors returned response forms, which is greater than the minimum ten per cent of signatures required and prevents the Board from proceeding with the bylaw without first holding a referendum to seek elector approval. Regional District staff will review the options with the Electoral Area Director.
Alcohol Serving Agreement - The Regional Board has approved entering into an agreement with Vision Sports Group LLP for serving alcohol at Westside Warriors games in Royal LePage Place. Among the terms of the agreement, the Regional District will receive ten per cent of gross revenues. Vision Sports will also provide an alcohol-free area during games and ensure a designated driver program is in place.
Regional Board and Committee Changes - In light of changes resulting from the incorporation of the new Westside District Municipality, the Regional Board has approved a restructuring of its meeting schedule and its committees. Starting in January, the Regional Board will move to one regular monthly meeting. In addition a daytime meeting of the Governance and Services Committee will be scheduled to deal with matters previously discussed by five separate committees (Air Quality, Engineering, Parks, Planning and Environment and Transportation). The Board also agreed to immediately release appointed members that served on several advisory bodies (Westside Fire, Westside South Advisory Planning, Westbank Town Centre and the Westside Parks and Recreation Commission). Certificates of Appreciation will be presented to the members of those advisory committees.
Crystal Resort Official Community Plan - The Regional Board has given second and third reading to an Official Community Plan Amendment Bylaw for Crystal Ski and Golf Resort. A number of environmental issues raised earlier in the process have been addressed by the applicant and reflected in the amendments to the bylaw. Prior to final reading, the Board has asked that jurisdictional issues be resolved between the applicant and the Telemark Cross Country Ski Club.
Okanagan Valley Governance Committee - The Regional Board has agreed to an expansion of the committee of appointed political representatives looking at valley-wide governance options. The Board has approved adding Kelowna Mayor Sharon Shepherd to the committee. Ministry of Community Services Minister Ida Chong has agreed that the Mayors of Kelowna and Penticton be added to the governance study committee. As the Mayor of Vernon is already a member of the committee, the Regional District of North Okanagan will appoint an additional representative.
October Building Statistics - In October, the Regional District approved 89 building permits for construction projects in the Westside and Central Okanagan East Electoral Areas totalling over $20.2 million. That compares with 99 permits issued for projects valued at more than $18.2 million in the same month last year. During the first ten months of 2007, 954 projects have received building permits worth a total of $165.2 million. From January through October last year, 1,008 projects were approved for construction worth more than $119.8 million.
Transit Ambassador Christmas Bus - The Regional Board has approved a regional grant-in-aid of $2,500 to help the Transit Ambassador Volunteers operate the popular Christmas Bus program. BC Transit has been asked to match the local government funding.
Regional District Art Wall - The work of Kelowna artist Jeannine Cradduck is on display through December on the Art Wall in the Regional District of Central Okanagan administration office, 1450 KLO Road. Viewing is available during regular office hours, weekdays (excluding holidays) from 8:00 am to 4:00 pm.
Next Regional Board Meeting - The next scheduled regular meeting of the Regional Board will be Monday, December 10th, 2007 following the Inaugural Meeting which is scheduled to begin at 7:00 pm in the Woodhaven Room at the Regional District office, 1450 KLO Road, Kelowna.
