Suspect shot by police

UPDATE 7 p.m.

The Kelowna RCMP has confirmed a suspect is in hospital after being shot by police at Orchard Park mall.

Plain-clothes officers and the Southeast District Emergency Response Team attended the mall just after 3 p.m. to attempt the arrest of a man known to police.

“Shots were fired by police. The man has been transported to hospital with undetermined injuries, that are believed to be non-life threatening,” police said in an email to media. “While the incident occurred near a banking institution, the arrest is not related to an offence at the bank.”

The Kelowna RCMP says it is investigating “the incidents that led to the need for the arrest.”

The area will remain closed to the public for some time. Shoppers are asked to enter the mall using the Springfield Road, Dilworth Drive or the southeast Cooper Road entrances.

The Independent Investigation Office of B.C. is also investigating how police actions or inactions were linked to the man’s injuries.

UPDATE: 5:55 p.m.

The black Dodge Caliber that appears to have had its two front side windows shot out in Wednesday's shooting incident may have belonged to an innocent bystander, who had left his keys in the car when he went into the bank to make a quick deposit.

In a video taken from inside the CIBC, a man can be heard telling police that the car was his, as the suspect is being arrested on the ground outside the car by several officers.

"I just went in to deposit like a dollar in pennies and now I've got my window shot out," he says.

Other witnesses report the suspect ran from a yellow Kelowna cab on the other side of the bank as RCMP ERT members moved in. It appears he had attempted to flee the scene in the black Dodge before police stopped him.

Bullet holes are visible in the side of the car, and what appears to be blood is smeared on the inside of the driver's side door.

Police have yet to provide details on the incident.

UPDATE: 5 p.m.

The shooting incident outside the CIBC bank at Orchard Park was not a part of a robbery, according to the manager at the bank.

A witness at the scene said he noticed RCMP Emergency Response Team vehicles moving in on the location before the shooting occurred. It's unclear if both the RCMP officers and the suspects were shooting, but the Independent Investigations Office says it is investigating an "officer-involved shooting."

The witness said he heard a loud bang from the mall side of the bank before he saw a man running toward the highway. He was taken down by several officers, with the help of RCMP dogs.

A man inside the bank at the time said the incident was "very scary," and he's still shaken up.

A yellow Kelowna Cab on the mall side of the bank appeared to have been boxed in by two ERT SUVs, while a black Dodge Caliber on the highway side had its front side windows shattered, and bullet holes could be seen in its side.

Pieces of clothing scattered the ground beside the Dodge, where the witness said the man was arrested.

The condition of those involved in the shooting is unknown at this time. Police have yet to provide details about the incident.

UPDATE: 4:27 p.m.

B.C.'s Independent Investigations Office has tweeted that it is being deployed to an "officer-involved shooting" in Kelowna.

Investigators will arrive later this evening.
