Taxi refusal

My wife and I arrived home from Calgary and after picking up our one piece of luggage we proceeded outside the terminal to get a taxi. Standing a few feet to our left along the usual taxi line up was a lady who was first in line. A taxi approached her and we could not hear the conversation between the driver and her but the taxi continued a few feet towards us and in doing so, the driver asked where I wanted to go and I told him Kelowna. 

He refused to take us and said he was looking only for short trips and Kelowna was too far. I kept my cool, looked towards the first lady who too was refused and we sort of shrugged our shoulders. We were then picked up by another cab and driven to our home. 

During this trip, our driver indicated to us the earlier taxi refusal was against rules and regulations laid down for taxi drivers in Kelowna. Over the years this has happened to us twice in Vancouver where the driver refused to take us because our trip was too short to the motel where we were staying.
