Safety checking cars

When we bought a Dodge Dakota from Alberta, the truck had to go through a completes safety check. Now this truck was in excellent shape 2003, 124000 km, everything was checked before we could insure it. One thing we had to do was change the exhaust as they said it was too noisy? Everything else checked out.

So why are there so many crappy vehicles on the road here in BC that should not even be on the road or in a car lot? ICBC should have had this in affect years ago. They should all have to have a safety check before being insured, especially ones from car lots and private sales.
